old scar tissue

my daughter was 6 yrs old and had a birth mark removed on the upper part of her neck-ear area. she now has a build up of scar tissue. for yrs she suffeed headaches and other complications. Now we know it is scar tissue that is pulling her whole head to her side. She also developed hydrocepholus water on the brain. Wondering what can be done for her scar tissue. I have taken her to a chriropractor and he was very helpful for the hydro.
