prickly heat kind of itchy surface on elbow skin

my wife has this problem since few months, she has undergone c-section for delivering a baby an year back. could some one help to resolve - 'prickly heat kind of itchy surface on elbow skin'

should the same medicine be used if this is a contageous infection from other person too

I was told by her that after she shared her clothes with other person she started to experience this issue
