Sweet Itch in Horse

hi can you tell me if Sulphur is the correct remedy for my horse?
I have used it to varying degrees of success but he is still itchy around face, rubbing where he can leaving small patches which will then bleed attracting flys. I use Skin So Soft from Avon, oil mixed with a little water as a fly spray which is fairly effective, but will sulphur stop the itching eventually or do I need to try another remedy alongside?
thankyou
